If you have some money to spare, why not take courses and classes on AirBNB or other websites. Yes, you are spending money, but you are also enjoying yourself, learning new things, and it gives you the perfect opportunity to meet people who are doing the same thing.
Some locals go out of their way to meet with foreigners in order to improve their language or to just learn more about the world.
Opening yourself up
This depends on your comfort level and how socially attuned you are. Some people just have the ability to make friends easily. It does help to be an extrovert, but introverts can also do this.
Being aware of your surroundings and open minded can go a long way. If there is an event that is advertised, why not try going? If there is a girl or guy smiling your direction, why not try saying hi and introducing yourself?
